EU Calls for Kabul-Taliban Talks to Begin ASAP

LUXEMBOURG – EU foreign ministers on Tuesday called for talks between the Afghan government and the Taliban to begin as soon as possible, as they met in Luxembourg on Monday.
In the conclusion adopted by its council, the EU said that it encourages the Afghan government of Afghanistan and Taliban to intensify their efforts towards a peaceful and negotiated settlement of the conflict.
It confirmed the EU’s readiness to support the peace process and its implementation, with the aim of preserving and building on the political, economic and social achievements of the people of Afghanistan since 2001, which should be irreversible.
The EU stands ready to help make the peace process inclusive, assist with reforms, including in security sector, act as a guarantor of a peace process, assist with reintegration of fighters and their families and to promote regional trade and connectivity, EU council said in a statement.
It said that it was important that peace agreement be negotiated in an inclusive way and that it be approved by the Afghan government.
It is also important that a peace agreement entails the renunciation of violence, counter any threat of transnational terrorist organizations, adheres to the rule of law and respect for the universal human rights of all Afghans particularly women, children and minorities.
Ensuring the continuity of the Afghan state, its institutions and constitutional order, and allowing for possibilities to ensure accountability, including through transitional justice and to address the grievances of the victims of the conflict in Afghanistan are also important, according to EU.
The EU reiterated the importance of “meaningful participation of women” in all peace initiatives and of holding inclusive, credible and transparent presidential, provincial council and district council elections in 2019.
