Separating Terrorist, Opposition Key in Idlib Issue: Lavrov

SOCHI, Russia – The implementation of the Russian-Turkish memorandum on Idlib will make life easier for the citizens of the war-torn region of Syria, the head of Russian diplomacy said Tuesday.
In September 2018, Turkey and Russia agreed to transform Idlib into a demilitarized zone after a meeting between Turkish President Recep Tayyip Erdoğan and his counterpart Vladimir Putin in Sochi, a coastal city of Russia.
Ankara and Moscow have signed a memorandum of understanding, calling for the stabilization of the situation in the Idlib de-escalation zone, in which acts of aggression are prohibited.
Russian Foreign Minister Sergei Lavrov told Anadolu that once Turkey separated Idlib from armed opposition and terrorist groups, civilians could return to normal life every day.
“Our Turkish friends are committed to securing this separation as soon as it happens, which means that the conversation with the terrorists will be very brief, that the fate of two million civilians will be facilitated and that they will be able to live in peace”, said Mr. Lavrov. he said.
“The displaced people will be able to return to their places of permanent residence,” he added after a question about the possibility of a new wave of Syrian refugees in Turkey.
Lavrov described the Syrians and Idlib’s armed opposition as “hostages” to the terrorist group Al-Nusra, which currently plays Hay’at Tahrir al-Sham.
Lavrov added that the solution to this problem is to fully implement the Sochi memorandum to break the stalemate in the Idlib de-escalation zone by separating the armed opposition from these bandits, terrorist organizations recognized as such by the United Nations Security Council.
The al-Nusra Front, established in Syria, is considered by Turkey as a terrorist organization since 2014.
Under the Sochi memorandum, our Turkish friends, as we know, are actively working to fulfill their obligations, their commitments to separate the opposition, which is ready to participate in the constitutional process, bandits, who can not, to define, submit to agreements and with whom we must talk about terrorists, he said.
